Educated at Seoul National University, Korea, where he received his Ph.D. in 2000. After working as a researcher at the Korea Meteorological Administration and the Korea Water Resources Corporation, he was appointed as a professor in the Department of Energy and Resources Engineering at Kangwon National University in 2006 and has served as the Dean of the College of Engineering for the past two years.
